The Canberra Labor Party (a minority Government) voted for the Greens' amendments making same sex civil union ceremonies legally binding. It therefore passed. The Liberal Party voted against it. So why didn't our Assembly go all the way and legalise gay marriage? ... That year the Assembly passed the Civil Partnerships Act but removed legally binding ceremonies from the Bill when Federal Labor threatened to overturn the whole Bill if such a provision remained in it. ...
